Compare clarity, focus on the issues, quality of information, succinctness, etc.
The public inquiry statements are held on a Wiltshire Council database which is not all that independent. Wiltshire Council
has included all statements by itself and its partners, but not all of those by objectors.
A general impression of the Planning Inquiry is that the White Horse Alliance statements, which quoted Government guidelines,
which the Eastern Westbury Bypass scheme was ignoring, were much superior and had far more credibility than the speeches by
Wiltshire Council's barrister and consultant partners.
Just how much Wiltshire (County) Council decided that it knew best and fitted justifications around this became apparent at
the Inquiry. The Eastern Bypass scheme was looking as if it should be rejected.
All who gave evidence at the Inquiry were subject to cross-examination questions by the Inspectors. Objectors were also
cross-examined on what they said (and more...) by Wiltshire Council's barrister.
The Inquiry was adjourned until 10 September '08 for re-examination of W(C)C's flawed information. The Inquiry was
adjourned again until 8 October 2008, when it ended with the concluding submissions.
The Inspector recommended refusal of planning permission. The Secretary of State has endorsed it.
